Operation Smile Medical Oversight
Operation Smile’s Medical Oversight Board is comprised of its Medical Officers, the Medical Advisory Council, as well as medical leaders who oversee the organization’s special programs. Operation Smile recently expanded its Medical Oversight Board as a result of the organization’s evolution. Operation Smile increased the number and scope of its board members who serve in an advisory capacity for the medical volunteers, the partner countries and in-country hospitals, as well as the patients and their families. These board members are responsible for ensuring the organization maintains its strict
Global Standards of Care in every country in which it works.
Medical Advisory Council
The council includes highly-skilled professionals from medical specialties involved in Operation Smile’s core programs such as plastic surgery, anesthesia, pediatrics, nursing, dentistry, speech, child life and biomed.
Special Programs
Special Programs includes areas where Operation Smile has evolved its work, including burns, disaster response, orthopedics, trauma, the World Care program, education, fellowships, research and outcomes, as well as partnerships and collaborations such as our work with the Department of Defense, the state of Assam in India, and societies.
Operation Smile’s Medical Officers
These medical professionals work with in-country medical leaders to guide medical quality assurance matters, equipment needs, site preparation, staffing and credentialing — ensuring all local regions are in compliance with Operation Smile’s Global Standards of Care.
Quality Assurance
This team is responsible for reviewing internal processes and evaluating performance indicators. The make recommendations for the Global Standards of Care based on medical trends and evidence-based medicine.

Dr. Randy Sherman

Dr. Randolph Sherman has been part of Operation Smile for 22 years. In addition to his current post as our organization’s Chief Medical Officer, he is also founder of the Southern California Chapter, has served as a member of the Board of Governors, and more recently as a member of the Board of Directors. He is a previous Director of the American Board of Surgery, the American Board of Plastic Surgery, the Plastic Surgery Educational Foundation, and past president of the American Society of Reconstructive Microsurgery. Additionally, he serves as Vice Chairman of the Department of Surgery at Cedars-Sinai Medical Center in Los Angeles, California. When not in the operating room, Dr. Sherman is a commercial pilot and flight instructor rated in single and multi-engine aircraft, floatplanes, sailplanes, jets and helicopters.

Dr. Ruben Ayala

Dr. Ruben Ayala is a physician from Panama with 18 years of experience with Operation Smile. He was first introduced to the organization in his hometown of David, Panama, where he volunteered as a student translator. Shortly after completing his undergraduate degree in Oregon he was offered a job as an Operation Smile Mission Coordinator and continued serving in the following years as Senior Program Coordinator and Senior Manager of International Programs. He also worked in Mexico to establish an Operation Smile foundation. After graduating from medical school and serving as the Director of Programs in Mexico, he returned to Operation Smile as a Project Leader of Training Programs and currently serves as Medical Officer at our headquarters.

Dr. Willie Go
Regional Medical Officers — Southeast Asia
Philippine
Dr. Willie Go has been an Operation Smile volunteer since his first mission in Bacolod, Philippines, in 1993. He has gone to over 100 international missions in addition to countless local missions. Currently, he is a senior consultant at several private and public hospitals in addition to serving at the New Life Anesthetic Ambulatory Surgical Center. In 2006, he was the first recipient of the Dr. Lionel Glassman Award for the Outstanding Anesthesiologist of the Year Award. Dr. Go is a senior member of the Philippine Society of Anesthesia and a lifetime member in the Philippine Medical Association. During his military tour of duty, he survived four ambushes. He currently lives in Manila with his wife and four children.

Dr. Lam Hoai Phuong

Dr. Lam Hoai Phuong, the recipient of Operation Smile’s lifetime achievement award in 2004, is the current Medical Director of Operation Smile Vietnam. Dr. Phuong completed Plastic Surgery fellowships at Tulane, University of San Francisco, Mc Gill University, the University of Virginia, and the University of California in Los Angeles. She is the Director of the National Hospital of Odonto Stomatology in Ho Chi Minh City, the Chairwoman of the Oral and Maxillofacial and Plastic Surgery Faculty at the Medical School in Ho Chi Minh City, as well as the President of the Plastic and Reconstructive Surgery Association in Ho Chi Minh City. In recognition of her tireless efforts in implementing the health services as well as working to improve the quality of life for the people of Vietnam, Dr. Phuong was awarded the Honorary Medal from the Prime Minister of Vietnam.

Dr. Vincent Yeow

Dr. Vincent Yeow currently serves as a member on the Board of Directors of Operation Smile Singapore. He is the Head of Department of Plastic, Reconstructive & Aesthetic Surgery of KK Women’s & Children’s Hospital and the Director of the Cleft and Craniofacial Centre as well as the Plastic Reconstructive and Aesthetic Surgery Centres at KK Hospital, Singapore. He is currently the President of the Singapore Association of Plastic Surgeons and the Organizing Chairman of Aesthetics Asia and the Allergan Breast Surgery Centre of Excellence Workshops. In recognition of his regional and international standing, Dr. Yeow is also on the Executive Council of the Asian Pacific Craniofacial Society as well as the Asian Federation of Plastic Surgeons.

Dr. Ian Osborne has been involved with Operation Smile since 2006, with the commencement of Operation Smile South Africa. Currently the Medical Director of Operation Smile South Africa, Dr. Osborne has participated in 10 missions in six different countries. Previously, Dr. Osborne has held the position of Head of Department of Anesthesiology at Wentworth Hospital, Durban, and Head of Department of Anesthesiology at Inkosi Albert Luthuli Central Hospital, in Durban, where he is currently Senior Specialist. Both institutions are associated with The Nelson Mandela School of Medicine of the University of KwaZuluNatal, where he is a lecturer. Dr. Osborne’s areas of expertise include Anesthesia for Neurosurgery, Craniofacial, and Plastic and Reconstructive Surgery.

Dr. Ramkumar Venkateswaran

Since 2001, Dr. Ramkumar Venkateswaran has been involved with Operation Smile. Venkateswaran joins the Medical Oversight Committee as the Regional Medical Officer of South Asia and is a member of the Medical Council of Operation Smile India Foundation. He has attended nine medical missions, eight of which have been in India and one in Cambodia. Venkateswaran was the local coordinator on the first medical mission to Manipal, India. Currently, he is the Professor and Head of Anesthesiology at Kasturba Medical College and the Director of Medical Simulation Centre at Manipal University.

Dr. Emanuel Thompson

Dr. Emanuel Thompson is a Panamanian anesthesiologist who has been part of Operation Smile since 1992. After completing his training at the Autonomous University of Central America in Costa Rica and the Social Security System of Hospitals in Panama, he has participated in over 20 missions with our organization, many of them as the Anesthesia Team Leader and Field Medical Director. He is a member of the Panamanian Society of Anesthesia, and the former Chair of Anesthesia Department and Chief of Teaching at Hospital Rafael Hernandez in David, Panama.

Dr. Lucio Auler

Dr. Lucio Auler, a founding member of Operation Smile Brazil, is the current Regional Medical Officer for Latin America and the Caribbean. In addition to his numerous Operation Smile duties, Dr. Auler is the Chief Anesthesia Officer for the Liver Transplant Unit at the Quinta D’Or Hospital and the Bonsucesso Federal Hospital. He is a current member of the Brazilian Society of Anesthesiology, the Rio de Janeiro State Society of Anesthesiology, and the American Society of Anesthesiology. A true renaissance man, he completed an Anesthesia Liver Transplant Fellowship in Paris, received a post-graduate degree in International Relations in Rio, and is currently working on obtaining his MBA.

Dr. Domenica Scopelliti has been involved with Operation Smile since 2000 and has participated in more than 30 Operation Smile missions. He is currently the Head of the Department of Maxillofacial Surgery at the Azienda Sanitaria Locale Roma E and is the responsible professor at the School of Specialization in Maxillo Facial Surgery at the University of the Study of Roma “La Sapienza.” Dr. Scopelliti is a member of the European Association of Cranio Maxillo Facial Surgery, the Italian Society of Cleft Lip and Palate and the Italian Society of Maxillo Facial Surgery. He has served as the head of the Italian Society of Cleft Lip and Palate since 2009.

Dr. Michael Earley

Dr. Michael Earley joined Operation Smile in 2003 as a founder and Board Member of Operation Smile Ireland, leading numerous missions since then. He is a past President of British Association of Plastic Surgeons (now the British Association of Plastic, Reconstructive & Aesthetic Surgeons), and past President of the Craniofacial Society of Great Britain and Ireland. He is also a past council member of the British Society for Surgery of the Hand and the British Association of Plastic Surgeons, and currently serves as the President of the Irish Association of Plastic Surgeons and a member of council of the Royal College of Surgeons in Ireland where he is also chair of the Academic Council. He is a consultant plastic surgeon at St. Vincent’s Hospital, Mater Adult and Temple Street Children’s Hospitals in Dublin and has published over 60 papers on topics covering hand anatomy, cleft and craniofacial abnormalities and their treatment, and head and neck cancer resection and reconstruction.

Dr. William Davidson

Dr. Davidson has been active with Operation Smile since 1992 and currently chairs the Dental Council of Operation Smile. He has served on numerous medical missions. Dr. Davidson is professor emeritus at the University of Maryland Dental School where he served as department chair for 24 years. He received his dental degree cum laude from the Harvard School of Dental Medicine and received a PhD in Anatomy and completed a residency in orthodontics at the University of Minnesota. He is a member of the Department of Orthodontics, University of Maryland and the Sleep Center, University of Maryland. He is a member of the American Association of Orthodontists, the Angle Society and numerous dental, scientific and honorary organizations. He is a diplomate of the American Board of Orthodontics and evidence based reviewer for the American Dental Association.

Dr. Michael Stabile

Dr. Michael J. Stabile has been involved with Operation Smile since 1992 and currently serves on Operation Smile’s council as the Chief of Anesthesia. In 2007, Dr. Stabile organized anesthesia services for over 4,000 surgeries during Operation Smile’s World Journey of Smiles. He is also a member of Operation Smile’s medical Advisory Board and was the Co-Founder for the Tennessee/Kentucky Chapter. Dr. Stabile earned his medical degree from the College of Medicine and Dentistry of New Jersey and also earned an M.B.A. from the Massey School at Belmont University. He completed his internships and residencies at the College of Medicine and Dentistry of New Jersey, Beth Israel Hospital/Harvard Medical School, and Beth Israel Hospital/Mount Auburn Hospital. He currently is an adjunct clinical professor of anesthesia at Vanderbilt University Medical School and St. Louis University School of Medicine.

Dr. Alice Smith

Dr. Smith has been involved with Operation Smile since 2002, and became Chair of the Speech Council in 2005. She received her Ph.D. in Speech and Hearing Science from the University of Iowa in 1996 and her M.A. in Communication Sciences and Disorders from the University of Montana. Dr. Smith completed her Clinical Fellowship with the Cleft/Craniofacial Team at the University of Iowa Hospitals and Clinics, and has taught and served on Cleft Teams at a number of universities. Her specialty areas are cleft/craniofacial disorders, anatomy/physiology, speech science and voice. She is presently the director of the E&E Speech Education and Therapy Clinic in Phnom Penh, Cambodia, where she trains Khmer nationals in speech therapy methods at local hospitals and clinics. Dr. Smith has two adopted children from Cambodia, both born with cleft lip and palate. She and her children now reside in Maine.

Dr. Henry Issenberg has been involved with Operation Smile since 1992 and has chaired the Pediatrics Council since 2002, strongly advocating for the Global Standards of Care. Dr. Issenberg has participated in over 30 missions with Operation Smile in a variety of leadership positions. Currently, Dr. Issenberg is a pediatric cardiologist at the Maria Fareri Children’s Hospital at Westchester Medical Center and an Associate Professor of Pediatrics at New York Medical College in Valhalla, New York. He has been a member of the American Board of Pediatrics, including the Subsection in Cardiology, since 1979.

Toni Crowell

Toni Crowell is a Certified Child Life Specialist with over thirteen years of experience in a variety of pediatric, community and academic settings. She has practical and successful experiences assessing, prioritizing, and advocating for patients’ and families’ psychosocial needs both domestically and internationally. In addition to volunteering on 12 medical missions with Operation Smile, she has taught applied hospital play/child life courses in London, England, through Wheelock College in Boston.
Through her work at The Hospital for Sick Children in Toronto she is also part of an expert consultation and curriculum development team establishing comprehensive nursing and psychosocial and family-centered care practices at a developing children’s hospital in Qatar. Toni earned her master’s of Science at Wheelock College and her doctorate at the University of Missouri – Columbia. She is also a founding advisory board member of the Canadian Child Life Institute.

Linda has been an active part of Operation Smile since her first mission in 1993. She was appointed to the Nursing Council in 2002 and for the last four years has been the Chair of the Operation Smile Nursing Council. Linda has been a practicing Registered Nurse for 42 years with 32 years as a perioperative nurse, many of those years being spent as the Surgical Manager, specializing in ENT, Ophthalmology and Plastic Surgery and also the Pediatric Specialist and Clinical Educator for the Department of Surgery. She has been an integral part of the nursing education programs with Operation Smile and a leader both on missions and in the organization.

He is currently the Director of Quality Assurance for Operation Smile. Dr. Pandya is a Wing Commander in the Royal Air Force and a Plastic Surgeon with Mountbatten Department of Plastic & Reconstructive Surgery, at Portsmouth Hospitals NHS Trust, St. Richard’s Hospital, in Chichester, and Honorary Senior Lecturer at Southampton University Medical School. Cynthia Raglin has over thirty-two years of experience specializing in neonatal intensive care. As a military dependent, she has worked in a variety of hospitals to include the 97th Army General Hospital in Frankfurt, Germany. During her career, Cindi was a nurse manager for 13 years and served as a member of several Quality Assurance Boards. She has volunteered for Operation Smile as a clinical coordinator for over 30 missions internationally. Cindi is an active member of the Operation Smile Nursing Council with contributions in creating teaching modules, clinical learning tools and publications in several nursing journals. She received the 2005 Hampton Roads Volunteer Achievement Award and the Operation Smile Lifetime Achievement Award in 2007.

Dr. Peter Rumbolo currently chairs Operation Smile’s newly formed Burn Division. He has also served for the last ten years as the Associate Director of the Burn Center at St. Johns Mercy Medical Center in St. Louis Missouri. He is a guest board examiner for The American Board of Plastic Surgery and a member of the American Society of Plastic Surgeons, Fellow of the American College of Surgeons, Member of the American Burn Association, and others. He is also currently a Clinical Assistant Professor at St. Louis University School of Medicine.

Dr. Luis Bermudez has been involved with Operation Smile since 1993 when he began volunteering his time on missions in Colombia shortly after completing his residency in plastic surgery. Between 1999 and 2006 he also volunteered as the Medical Director of Operation Smile Colombia and as the Director of the Gilberto Marino's Cleft Care Center. He then joined Operation Smile International as Director of the Education Department and served in that role from 2007 to 2008. Currently, he lives in Bogota, Colombia, where he remains a Professor of Plastic Surgery and works in private practice in addition to serving as the first Director of Operation Smile's newly established Outcomes and Research Department.

Dr. Drew Schnitt

Dr. Schnitt is a Board Certified Plastic and Reconstructive Surgeon specializing in all areas of plastic and reconstructive surgery. He is now leading the organization of our Comprehensive Cleft and Child Care Center for the Cleft Free Assam Project in Guwahati, India. Dr. Schnitt graduated from Eastern Virginia Medical School and began his training at Louisiana State University Medical Center. His plastic and reconstructive surgery training was completed at the University of Oklahoma Health Sciences Center. His first fellowship was completed with Operation Smile where he was an editor the Cleft Lip and Palate Multidisciplinary Training Manual. His second fellowship was completed in craniofacial surgery at the world renowned Australian Craniofacial Unit in Adelaide, Australia. He has been involved with the organization in different capacities since 1991 when he began medical school and has participated and led many missions during his time with the organization.

Dr. Richard Lewandowski joined Operation Smile in 1994 and has since participated in approximately 30 missions. He is the Founder and the current Chairman of the Board for Operation Smile Australia. He is a Craniofacial Surgeon who serves as a Senior Lecturer at the University of Queensland.

Dr. Bernard Jaffe
Special Programs — Trauma

Dr. Jaffe has been working with Operation Smile since 2006 during which time he has performed multiple trauma educational missions in Cambodia, Laos and Vietnam.
Dr. Jaffe has served as Professor of Surgery at Washington University School of Medicine, Professor and Chair, Department of Surgery at SUNY Downstate Medical Center, as well as Chief of Surgery at Kings County and State University Hospitals. He was then recruited to Tulane University School of Medicine in l992 where he continues to serve as Professor of Surgery Emeritus.
Dr. Jaffe has been president of a number of societies, including the Association for Academic Surgery, Society of University Surgeons and Society for Surgery of the Alimentary Tract. He has served on an NIH study section (including as chairman) and a VA merit review committee. Dr. Jaffe was a Director and Senior Director of the American Board of Surgery, Editor‐in Chief of Surgical Rounds and a member of several editorial boards, and recipient of numerous teaching and scientific awards.

Dr. Donald Mackay

Dr. Donald R. Mackay is the William P. Graham III Professor and Chief of Plastic Surgery at Milton S. Hershey Medical Center in Hershey, Pa. He is the residency program director for Plastic Surgery and Vice Chair for Clinical Affairs of the Department of Surgery. He also has joint appointments in the Departments of Pediatrics and Orthopedics. Dr. Mackay is actively involved in the treatment of cleft lip and cleft palate patients through the Lancaster Cleft Palate Clinic, and internationally through the Operation Smile. Dr. Mackay received a dental degree followed by a medical degree from the University of The Witwatersrand in Johannesburg, South Africa. He completed his residencies at the Johannesburg Group of Teaching Hospitals and Penn State.

Dr. John A. Persing has been a longtime volunteer for Operation Smile. Over the years, he has participated in countless missions and has served as the Chief Medical Officer for the entire organization. Dr. Persing is a past President of the American Society of Maxillofacial Surgeons, the America Association of Pediatric Plastic Surgeons, and the Plastic Surgery Educational Foundation. He also has served as the Chairman of the American Board of Plastic Surgery and the American Academy of Pediatrics – Plastic Surgery Section. He is a well-published scholar and recipient of many prestigious awards, including the Clinician of the Year Award from the American Association of Plastic Surgeons.

Dr. Stuart Mackler

Dr. Stuart Mackler is a Board certified Orthopedic Surgeon. He trained in general surgery at the Beth Israel Hospital in Boston and in orthopedic surgery with a hand surgery fellowship at Vanderbilt University. Dr. Mackler served in the U.S. Public Health Service working with Dr. Paul Brand at the USPHS Hospital in Carville, Louisiana, and with the U.S. Coast Guard as senior medical officer for the Market Time operation in Vietnam. As a PHS Reserve officer he was deployed to the U.S. Virgin Island following hurricane Hugo. He served on two tours with Operation Smile in Haiti. He is currently a member of the Virginia State Board of Medicine and has been elected to the Board of Directors of the Medical Society of Virginia.

Dr. Andrew Wexler has been involved with Operation Smile since 1993. Currently our Liaison to Professional Societies, he has led numerous international missions and has served as the Chairman of the Surgical Advisory Council. He is a past president of the American Society of Maxillofacial Surgeons and is currently a board member of the American Society of Plastic Surgeons. He also serves as a senior board examiner for the American Board of Plastic Surgery. On staff with Kaiser Permanente in Los Angeles since 1990, Dr. Wexler is the Southern California Regional Director for Craniofacial Services and Chief of Plastic Surgery for the Kaiser Los Angeles Medical Centers. He is also a Clinical Professor of Surgery at the University of Southern California.

Dr. Thomas G. Crabtree, FACS is a plastic and reconstructive surgeon with the Hawaii Permanente Medical Group in Honolulu, Hawaii. His surgical practice focuses on post traumatic, oncologic and congenital defect reconstruction. In addition to his plastic surgery responsibilities, Dr. Crabtree serves as the senior medical advisor to the Center for Excellence in Disaster Management and Humanitarian Assistance of the U.S. Pacific Command. His disaster relief and other humanitarian assistance deployments span three decades and nearly 50 countries. He serves on several non-profit boards but is proudest of his two decades with and current service as the Chair of the Surgical Council for Operation Smile.

Dr. Yemane Ayele

Dr. Yemane Wondafrash has been involved with Operation Smile since 2006, our first credentialed medical volunteer in Ethiopia. He is the only anesthesiologist at Jimma University Hospital, where he has served for the past eight years. During that time he has established a training program for nurse anesthetists, graduating three classes already. He also established and runs the intensive care unit at Jimma University Hospital. He has been the head of the department since 2004.

Dr. Anil Madaree

Dr. Anil Madaree is a founding member of Operation Smile South Africa and has served as its Medical Director since 2006. He is currently Chief Specialist and Head of the Department of Plastic and Reconstructive Surgery at the University of Kwa-Zulu Natal, Inkosi Albert Luthuli Central Hospital in Durban, South Africa. Dr. Madaree currently serves as the President of the College of Plastic Surgeons (South Africa), the President of the South African Burns Society, the President of the International Society of Craniofacial Surgery and the President of the Colleges of Medicine in South Africa. He has also served as the South African representative of International Society of Plastic & Reconstruction & Aesthetic Surgery since 1999. Dr. Madaree is an examiner in the Final F.C.S. (Plastic & Reconstructive Surgery) Examinations of the Colleges of Medicine of South Africa.

Dr. Irene Tangco

Dr. Irene Tango has been involved with Operation Smile since 1996, participating on countless missions worldwide, and assuming the role of Medical Director for Operation Smile Philippines in 2007. Dr. Tangco currently holds a position of Chief of Section for Plastic, Reconstructive, and Aesthetic Surgery and is an Associate Professor at the University of Santo Tomas Faculty of Medicine and Surgery. She has an active Plastic Surgery practice at the UST Hospital and at St. Luke’s Medical Center –Global City in Metro-Manila. She also is a Member of the Board at the Philippine Association of Plastic, Reconstructive and Aesthetic Surgeons.

Dr. Mok Theavy is the first plastic surgeon in Cambodia. He received his medical doctorate in 1990 from the University of Health Sciences, Phnom Penh. Since then he has worked in the general surgery department at the Khmer-Soviet Friendship Hospital. Starting in 2002, Dr. Theavy has served as Medical Director of Operation Smile Cambodia. In 2007, Dr. Theavy was awarded the Royal Government of Cambodia’s Gold Medal of Work for his efforts to develop human resources in Cambodia through teaching. Most recently in 2009 he was awarded the Bronze Medal for his collaborative projects with international NGOs, medical professionals and the Khmer-Soviet Friendship Hospital. Also in 2009, Dr. Theavy was honored to receive the first ever International Observer Fellowship awarded by the Canadian Society of Plastic Surgeons.
